My God given birth name is Michael A. Kapneck Sr., born June 23rd, 1972 at George Washington Hospital (in Washington, D.C.), although the government calls me, “Targeted Individual.” That said, it’s become apparent that my family and I are now amongst the 10’s of millions of Americans afflicted by a clandestine government program operating under any one of the following pseudonym’s: Cybernetics, Mind Control, Remote Electronic Harassment, Remote Neural Monitoring, Remote Influencing, Auditory Harassment, and synthetic Telephony. Invasive non-consensual harassment serving as the latest iteration of the now infamous MKULTRA Program.
In addition, the Cybernetic/Mind Control weapon (if you will) is accompanied by Organized Stalking, Gang Stalking and Directed Energy Weapons or D.E.W’s which I will cover briefly ahead. Cybernetic comes from a Greek word, meaning, “the art of steering,” and embodies the overall impetus of their program. Cybernetics is about having a goal and taking action to achieve that goal. In short, the methods mentioned above (either individually or co-occurring) act as the most diabolical weapon ever conceived, aimed at destroying one’s constitution and resolve. Its lethality rest upon the seemingly “naturally occurring” outcomes which are shrouded by plausible deniability. In other words, the war machine causes its victims to appear afflicted by virtue of what I’ve coined, “N.O.C.’s” i.e. “naturally occurring circumstances,” commonly presenting in the area of one’s mental and physical health. EXAMPLES: Schizophrenia (hearing voices), schizoaffective disorder (psychosis), Bipolar I. & II. (mania/depression), agitation, restlessness, anxiety, insomnia, severe cramps, shortness of breath, heart palpitations, pricking of skin i.e. poked by needle, acute pain resulting from manipulation of one’s Central Nervous System, and a host of other psychiatric/somatic conditions; all of which ultimately work towards the same outcome… DESTROYING THE TARGET!
As if the above is not debilitating enough, the “Psychic Soldier’s” or “Operators” (as they’re called), dole out an attack of Directed Energy Weapons effecting muscle cramp, needle prick, burning sensation, bowel difficulties, urinary problems, headache, sharp/dull body pain, etc., and “naturally occurring.” stalking techniques e.g. car/people following, people acting bizarre (“street theater”), people saying ironic/strange things that only make sense to the person targeted. Nevertheless, the “Targeted Individual” becomes extremely fearful and paranoid, often arming themselves in self-defense, anticipating an attack. Some targets drive erratically as if being followed/stalked; while others become frozen with fear too scared to leave their homes. The war machine doing exactly what it is designed to do; causing its victims to appear as if their lives were spiraling out of control.
Hearing voices, feeling the effects of painful, invisible weapons, sleep deprived, and stalked by perceived attackers, the Targeted Individual often ends up isolated and financially ruined. Some have committed suicide, while others lash out in a murderous rage at whoever they’re made to believe their assailants are… their “stalker.” These I believe are the vast majority of criminal cases we are hearing about pervading the country and abroad. School shootings, senseless slayings, firebombings, cars driven through crowds, murders, rapes, and sex scandals all driven by this silent killer. Noting, that as it stands, there is no official law when it comes to assaults as a result of a “no touch” method. A painful reality about this “New World” we live in. Mind control is real, and it looks like it’s here to stay… may God help us all!
The following story is my subjective experience as a Targeted Individual. Discrediting and destroying those who could not be controlled, silenced or fooled. Nonetheless, due to the obliteration of our family she was forced to move away in her early teens (late 80’s), never returning. A fate no young woman should endure regardless of their age/social standing. I pray her current and future life are filled with the love and sense of belonging we all deserve.
As this is not an autobiography, I will only cover the time leading up to the knowledge I was a Targeted Individual (T.I.) in brief detail. The remainder of this historical account will cover the calamity of affairs since May 2024. For simplicity, I am referring to the events herein as old, “The Past” and “The Present.” Adding, I am not an expert in any of the fields mentioned in this exposé, relying heavily on eruditious knowledge and sheer determination to bridge the gap; with most of the contents as a result of lived experience and objective information. But with skill sets as complex as those mentioned i.e. “Prerequisites for Understanding This Text,” one should work diligently on their own to resolve technical questions that may arise as you read. It should also be noted that each persons (T.I.’s) personal experience may differ, so be cognizant of variations in technologies, names, agencies and scripts used by those who enter your mind claiming to be e.g. Handlers, aliens, Satanists, Illuminati, angels, gods, Operators, Physic Soldiers, deceased relatives, ex girl/boyfriends, government employees, police, F.B.I. Agents, etc.
Considering no one has officially come forward to claim responsibility for the invasive, “nonconsensual” technologies and deleterious practices foisted upon the American people, it’s still not 100% publicly confirmed who the official culprits are. Although, according to Dr. Duncan, The Unites States of America’s, Department of Defense (D.O.D.) serves as the epicenter for the war machine. Making perfect sense considering the nature of their branch’s functions. In addition, my own research revealed that the “D.O.D.” is directly linked to The National Intrepid Center for Excellence (N.I.C.O.); operating out of The Walter Reed Medical Center, in Maryland). Affording treatment for what The United States Congress calls, “A Anomalous Event,” and appointing, “A Secretary Designee.” The problem is, they only offer services to military personnel & federal employees, their admission of services, thereby acknowledging the existence of the symptoms mentioned, especially hearing voices in one’s head!
THE PAST: As previously noted, I’m not going to delve into the minutiae of my past, I am working on a book, N.C.R.-I.- “Not Criminally Responsible” – Navigating the Maryland Department of Hell… an excerpt which is available on my website (saintmichaelsmission.net). The rough copy of what was penned approximately 15 years ago, long before I learned about Cybernetic Warfare. Understandably, I was a completely different person back then, experiencing life as if things happened as a result of “naturally occurring circumstances”. Referring to the book as, “an autobiography with a twist.” God knows, I didn’t think it would be that much of a twist! A secret government mind control program that caused my mother to believe she’d heard the voice of God in the early 80’s, turning our already difficult situation into a monsoon of mayhem. In what felt like a flash of lightning ripping through our lives, mom began acting bizarre. She claimed she’d had visions and heard God tell her that she was, “Ms. Jesus Christ.” The voices in moms head convinced her that she and her children had been “chosen” as some type of living sacrifice, and they’d all be tortured, afflicted. That premonition has definitely come true!
A single mother of four, she did her best to care for us, but once her “mental illness” started, it was as if the first domino had been tipped into motion. They say, “hindsight is 20/20,” looking back, the knowledge of this technology, I now see the events that followed mom’s psychosis so clearly… my older brother Tad became increasingly aggressive, violent, then depressed, sullen and removed. He begun using drugs regularly and by the late 80’s, too menticized to hold a regular job. My older sister Erika was only 15 when our mother required psychiatric help thrusting her into the role of “parent” almost overnight. She too began using drugs and alcohol, but had a “come to Jesus moment” at 18 and never picked up again. I too began experimenting with mood altering substances, coining them, “My Achilles Heel.” Bianca, the youngest in the family was fortunate to find refuge and solace under the roof of stable families throughout the years. By the late 80’s (early 90’s), our family was looking more like a train wreck heap than a home.
THE PRESENT: Fast forward 35 years… 35 long, arduous years. The year was 2020 when I first stumbled upon Dr. Robert Duncans book or did I… stumble? Reading it, I only saw the “Tech” as a fascinating accomplishment of mankind. To think, the human brain had finally been mapped, mastered and was being manipulated remotely. But absent a deep understanding of all the disciplines required to fully embrace the magnitude of what I’d read, I simply put the book up amongst the hundreds of others, subconsciously filing away what I considered a magnificent sci-fi novel, far removed from the lived experience. In layman’s terms, the content went in one ear and out the other. That said, it wasn’t until May of 2024, after a 2 to-3 month bout with excruciating leg cramps that the book snapped back into the forefront of my mind; prompting a Google search of Dr. Duncan to see if he’d published anything since PROJECT SOUL CATCHER. to my surprise, his latest work, HOW TO TAME A DEMON popped up, revealing within minutes that the subject matter covered exactly what I’d been experiencing: directed energy attacks, synthetic telephony, electronic harassment and gang stalking; leaving no question that I was in fact, “A Targeted Individual!”
As if the world was not strange enough, I was sent back to Spring Grove Hospital Center in Catonsville, Maryland, where I’d just come from 6 months earlier. The decision was based upon the fact that I was still hearing “voices” in my head regardless of the medications prescribed. Not just any voice, but the voice of my brother-in-law Steven Winkler (DOB 1962 of Rockville, Maryland), claiming he was a member of the Department of Defense. His statements sounded the alarm, but probably none more poignant than the words of Dr. John Hall in his book GUINEA PIGS – Technologies of Control, citing, the government employs family members and neighbors as Operators, Handlers, Psychic Soldiers, etc., to harass those targeted.
People need to understand that these Operators/ Physic Soldiers are practitioners of destroying human life. They are Thanatologists and by way of proven psychological techniques exploit a person’s most sensitive and sacred thoughts. Here are just a few of things this vicious man said to me.
- That he had placed a pillow over my sister’s mouth (his wife), who was dying of cancer, and snuffed her out. Taunting me repeatedly by saying, “what are you going to do about it?”
- He constantly berated me about renouncing my faith telling me he would leave my mind if I renounced Christianity. OF COURSE I DID NOT!
- He said that he and his comrades were going to kill me and mentacize my sister Bianca E. Kapneck-Holman until she turned over my mother’s house and any future monies awarded by the courts (redress) for what happened to our family.
- He said he was going to “soul swap” a.k.a. Soul Catcher as described in Dr. Robert Duncans book; except instead of transferring my brain/body resonance into a host, he’d steal my physical body and allow my “resonance” to remain in the Ether/charged atmosphere.
Those were just a few of the morbid, terrifying thoughts that he repeatedly hammered into my head. Reminding again that the job of an Operator/Physic Soldier or AI driven chat bot is to affect a mental breakdown over an extended period of time. These “mentacizing’s” have been known to last decades! In addition, Steve was born into a military family i.e. Mr. Davey Winkler stationed in Hawaii, Virginia, Maryland, and due to Steves current age of 62 he falls right into the age brackets of the “Boomers” who would have been inducted into the now publicly exposed military paranormal espionage programs: Defense Intelligence Agencies (DIA) code-named Sun Streak, Stargate and now Cybernetics. The program initiatives splintering into subgroups of many variations. Most relative to the story herein, The “pairing” or “cloning” of a targeted individual with a surrogate.
Now, for those who are targeted, I am living proof that a person can survive, and with the right mindset… thrive! That said, there are “diers”, “criers”, “tryers,” “survivors,” and “thrivers.” The question is, which one will you choose? Knowing full well, that no matter which one you are at any given time, as long as you don’t give up and throw in the towel i.e. a “dier,” you’ll have the option to change your circumstances. My prayers are with you.
Now I’m convinced without question the story you’re reading probably sounds like a morbid tale from a science fiction magazine, but I’m sure that’s exactly what those who first discovered they were afflicted by the infamous MKULTRA Program thought. I recently read, THE C.I.A. DOCTORS- HUMAN RIGHTS VIOLATIONS BY AMERICAN PSYCHIATRISTS by Colin A. Ross M.D. which covers the egregious practices by doctors since World War II. Starting with Project PAPERCLIP, a C.I.A. based effort to recruit German scientists and technical experts after the war. In short, the research done by those specialists led to Project BLUEBIRD, later renamed Project ARTICHOKE, MKULTRA and MKSEARCH. All of which finally matriculated into what we now refer to as, Cybernetics or simply, “Mind Control”.
As stated earlier, I was sent back to Spring Grove Hospital Center where I began noticing a common thread amongst the patients, almost all were responding to internal stimuli. Plainly said, they were talking to themselves. Their behaviors presented across the spectrum. Some mumbled to themselves, others had full one-sided conversations. Yet still others mimicked the movements of a person chewing gum slowly, whispering in an attempt to keep their peculiar behavior under the radar of staff. Of course, “responding to internal stimuli” i.e. hearing voices is still a symptom of a Serious Mental Illness (SMI), but with millions of Americans now complaining about the exact same symptoms, this condition should be thoroughly reevaluated by the American Psychiatric Association (APA).
Perhaps it was my relentless drive. Maybe my unceasing effort to bring attention to the practices behind these stone curtains. Whatever the case, I was pleasantly surprised when the condemning voice of my brother-in-law (Steven Winkler) switched to that of a woman. The change was a welcome one (at first), but within days the initial male voice returned and together they played a type of “good cop-bad cop” using sex as the catalyst. Dr. Robvert Duncan, author of PROJECT : SOUL CATCHER refers to such tactics as “scripts.” Pre established story lines or plots to aid when mentacizing a Targeted Individual. Here’s an excerpt from STAN J. CATERBONE vs. UNITED STATES of AMERICA- PETITION FOR A WRIT OF CERTIORARI (Filed Oct. 05, 2018) [sic] “in late spring of 2005, the “HANDLERS” introduced females to the sessions. To this day, the torture consists of the same, interrogations mixed in with harassment, sex, and humor. It is the opinion of Pro Se PLANTIFF STAN J. CATERBONE, that the only way to keep from desensitizing and numbing the harassment and pain is to experience pleasure and laughter so as to keep the magnitude of the pain at its highest level.” As you can see, this type of mentacizing has been going on for at least two decades. The use of women, another cruel tactic causing trauma to the victim being targeted.
In my particular case, I was beguiled to believe that “love” and “money” lie at the end of a twisted trail of breadcrumbs. The script bolstered by the use of a (Therapeutic Recreation Specialist) at S.G.H.C. (Ms. Alysia Boone) who made her involvement known by way of mental telephony, ambiguous comments in the 3-D (the physical) and a greeting card depicting an esoteric message. she also dons the tattoo of an all seeing eye in the center of her chest. A nod to the many symbols used by this secret society. In any case, I kept my distance, never directly approaching her. Considering the slightest provocation could be turned into a case for mind numbing medications, various restrictions, and/or the possibility of an indelible “bad mark” in your chart.
Now, I want to be very clear here. The following points are essential when attempting to embrace and understand the alien-like technologies that are being discussed. To begin, the physiological processes herein derive from the scientific atrocities committed by the Nazis during World War II. Their work continued (post war) following Project PAPERCLIP, later named Project ARTICHOKE, Project BLUEBEARD, MKULTRA, MKSEARCH, and now Cybernetics. Approximately 100 years of efforts, countless lives, and trillions of dollars in the areas of computer science, artificial intelligence, linguistics, physics, psychology, evolutionary biology, and offensive information warfare strategies. In short, the greatest minds of the past century have created a machine that allows a human being to experience the exact same thoughts and feelings of another human being… REMOTELY! Not only can a person’s mind be “read,” and their emotions “felt” (by trained Operator/Physic Soldier), the surrogate can induce their own thoughts and emotions into the mind of the respective Targeted Individual. The books previously referenced explain the science behind the physiology i.e. PROJECT SOUL CATCHER VOL. 2- Cybernetics and Warfare Revealed- being the best of the suggested reading materials, despite its scholarly moorings and complex disciplines.
Thus far, I have briefly expounded upon the general aspects on how the “tech” works when considering ones biological functions. The manipulation, overlaying, reading and induction of neurological processes. In other words, I’ve touched on the “vehicle”… the car (the body/mind) recommending to those who desire to delve deeper into the science- ANGELS DON’T PLAY THIS HAARP – Advances in Tesla Technology by, Dr. Nick Begich and Jeanie Manning. Encouraging that despite a heady read, it’s broken into small sections allowing the reader to consume and digest the lofty contents. The author’s work delineates the otherwise enigmatic process of charging the atmosphere. Yes, this is where things really get interesting. Moments ago, I compared the human body/mind to a vehicle… a car. Now, using a “road” metaphorically to explain the medium or delivery system, I’ll attempt to convey what I’ve learned regarding the energies used. i.e. electromagnetic waves/microwaves/scalar waves/ radio frequencies/lasers/etc., and how they travel on that “road.” Albeit, as previously stated, I am NOT an expert in any of the fields mentioned, but I stand confidently behind the books recommended as being written by those who are. Regardless, the words you are reading come from lived experience and may serve as the perfect nascent point of understanding.
The aforementioned, it is imperative for a person to grasp the concept of “remote.” e.g. remote harassment, remote synthetic telephony, remote D.E.W.’s. (Directed Energy Weapons), etc… “REMOTE” meaning “distant in space or time” according to Websters is probably the best definition when it comes to Cybernetic Warfare. That said, we can all comprehend a cell phone being charged physically (via cable to the wall), but may become a little fuzzy when considering Bluetooth/ wireless. In short, an invisible bridge/link/chain or electrical field of energy is created by the respective wireless component when plugged into the wall outlet (the electrical source) and thereby “beamed” to the device. Said differently, we can all understand tuning an AM/FM radio to hear a station we like. The “reception” picked up by all who are in the broadcasting area, have the correct equipment, and tuned to the correct frequency serve as excellent examples of the elementary functions of the systems used. The science behind the energies/waves and their being imbedded within “frequencies” beyond the scope of this material. Although, I will briefly explain directed energy next, I strongly advise those who seek answers to deeply consider the “remote” capability of this machine.
Directed Energy Weapons (D.E.W.’s) use the same medium or charged atmosphere as the delivery system for these so-called “projectile/free weapons.” In Cybernetic argot, directed energy is a term which covers lasers, particle beams, microwaves, and scalar waves. The science of which exceeds the scope of this historical account. Nevertheless, these non-lethal weapons (or so they “say”) cause a person to feel a variety of symptoms including burning skin, involuntary muscle movements, heart palpitations and headaches, all of which are reported somewhat regularly here in the United States. D.E.W.’s are used in conjunction with other Cybernetic strategies to affect psychological maladies. Of course, the majority of such complaints are regularly dismissed by doctors, however, due to the cacophony of public outcry, one should deeply reconsider the etiology of these complaints, considering a technological origin vs. a psychiatric.
Sadly, I do not have much to offer in the way of blocking, shielding or ghosting these painful weapons, but recommend 30 RULES- A REFERENCE GUIDE FOR THE TARGETED INDIVIDUAL by Carla K.W. Rn., which covers a multitude of subjects including: How to block, build barriers, cover, grounding, and a host of other useful tips and tricks. Although, I have used ice packs at the site of an attack with some success. The following is an excerpt from GUINEA PIGS – Technologies of Control- by Dr. John Hall… “in human systems thermal conductions will defend against directed energy attacks. As heat increases in the tissues secondary to energy deposition, core surrounding tissue will absorb some of the heat through conduction. After this conductivity is maximized, thermal effects will be seen at the target area. Hence, cold gel packs will increase the conductive substrate near the energy deposition area will provide some protection and require a higher energy level to be achieved by the respective weapon.” Should you require this type of protection, I’d recommend purchasing reusable “ice packs” due to the protracted nature of a Targeted Individuals plight.
Moving up the gradient of complexity, a human being emits an electrical resonance resembling a translucent heat wave. Although not visible to the naked eye; the bulk of which comes from the brain cavity or skull. Hard to believe, the latest technology reads that resonance, then catalogs it by way of supercomputing, logging the data. Sadly, this takes place prior to a child’s first words, waves easily through standard building materials and the human skull. The microwaves created by the machine bouncing off the ionosphere (an electrically charged canopy surrounding the earth), and back down towards the lithosphere (earths outer surface), continuing on… up… down… up… down… thereby bathing the entire world with a useable field of energy. David Morehouse (Philosopher) calls this field/medium, “The Ether” in his book REMOTE VIEWING; a publication deriving from his time as a Physic Soldier, which is also the name of a book he penned covering his time in the now infamous top secret government program STARGATE. A program that closed in 1995 and turned over to the C.I.A. due to its “alleged” lack of efficacy. Again and again, “plausible deniability” used to cover their ominous trail of breadcrumbs.
The above stated, let me see if I can shine some much-needed light upon the following, otherwise dark areas of cybernetics. i.e. Their modus operandi and The Perpetrators. Starting with “modus” or why? Why would the United States Government kill their own people (known as attrition), and spend trillions of dollars to perfect a machine that emits painful directed energy, reads minds, manipulates thoughts, alters physiological processes and central nervous system functions? Simple… CONTROL! But of course it’s much deeper than that, the machine has the power to change the ethos of entire countries. A technology so advanced its capabilities coined, “alienlike” by Harvard grad, Dr. Robert Duncan, causing people to do all kinds of things as a result of their own “seemingly” free will. Often, things that do NOT serve their best interest, and in the worst of cases cause DEATH! The list of N.O.C.’s (Naturally Occurring Circumstances) is almost endless: drugs/alcohol abuse, excels spending, road rage, compulsion to smoke, gambling, pornography, prostitution, radical political views, extreme religiosity, anxiety, depression, Bi-Polar Disorder, psychosis, mania, Schizophrenia, personality disorders, just to name a few. including a plethora of somatic conditions, and a deluge of bio-phyco-social maladies. Giving new consideration to the age-old euphemism, “America the Great Experiment.”
I started off this document you’re reading not really knowing where I was going with it. The title, “Please Send Help!” the overarching plea. But as you’ve just read, the subject is so complex and unbelievable it couldn’t be summed up in short order. Sadly, I have a great deal to share, but due to time constraints and the extreme nature of my circumstances I’m forced to end on somewhat of an abrupt note. That said, Mind Control/Cybernetics is real, and Targeted Individual or not, I’m here to tell you that your life is not operating organically like you may think. The movie “The Matrix” summing up the 2 divides of the world we live in. plainly said, are you “blue pilled,” and living in a state of technological hypnosis or “red pilled,” once blind, but now see? The truth is hiding in plain sight. It’s all around each of us. A saran wrap like veil separating truth from the lies most of us believe to be truth. A truth they say, “sets us free.” In hindsight, I’m not so sure about that due to the omnipotence of the system and the way it’s used.
Again, I have much more to say, but the stress and pressure I’m under as a Targeted Individual (who lives on the front line), precludes me at this time. And despite never wanting to be a burden to anyone, I humbly remind all who read this message in a bottle to “PLEASE SEND HELP!” What help one might ask…? Perhaps you are connected to a senator, Congressman, lawyer or altruistic government official. Because as it stands right now, these are the fleeting words of a man who’s been fighting on his own for life, liberty and the pursuit of happiness for decades. A man who looks above for the love, and defends those who cannot defend themselves (Pro 31:8). A man, not a “Target” who feels we are only as good as the way we treat the least of us. Not expecting anything other than to be freed from these invisible chains that bind me. Perhaps, “freed” after 38+ years to endeavor Life, Liberty and The Pursuit of Happiness autonomously. Underscoring that regardless of our ethos or dogmas we are human beings, NOT ROBOTS!
